The National Assembly of Pakistan on Wednesday passed the 27th Constitutional Amendment Bill in a session marked by political turbulence and intense debates. Key Highlights of the Session

The amendment, presented by Law Minister Azam Nazeer Tarar, was passed through division and clause-by-clause voting, securing 234 votes in favor and 4 against. The bill will now return to the Senate for further deliberations before final approval.

Speaking in the assembly, PM Shehbaz Sharif hailed the passage as a demonstration of national unity and solidarity. He paid tribute to late PML-N senator Irfan Siddiqui, calling him a “teacher of teachers,” and condemned recent terrorist attacks, including incidents in Wana and Islamabad.

The prime minister emphasized Pakistan’s stance against terrorism, highlighting evidence of cross-border involvement and stressing the need for cooperation with Afghanistan to curb extremist activities.

Constitutional and Defense Reforms

The 27th Amendment brings clarity to Article 243 regarding the Constitutional Court and provides constitutional cover for the army chief’s field marshal rank, following Pakistan’s military performance in the May conflict with India. Bilawal Bhutto-Zardari supported the amendment, noting it fulfills promises of the Charter of Democracy and strengthens judicial institutions while protecting provincial rights.

Bilawal urged political parties to maintain communication and cooperation, stressing that consensus is crucial for Pakistan’s stability. He also confirmed that the Federal Constitutional Court will have representation from all provinces, marking a major success for inclusive governance.

Opposition Protests

The session saw PTI members tearing copies of the bill in protest, prompting PML-N lawmakers to form a human shield around the Prime Minister and Nawaz Sharif. Jamiat Ulema-i-Islam-Fazl leader Mahmood Khan Achakzai criticized the amendment as “undemocratic,” alleging political favoritism and raising concerns over provincial autonomy.

Law Minister Azam Nazeer Tarar defended the amendment, highlighting the consultation process and dismissing opposition claims as selective and politically motivated. He emphasized that the bill follows legal procedures and strengthens constitutional institutions.

Moving Forward

With the NA’s approval secured, the bill will proceed for presidential assent. The amendment is expected to enhance judicial clarity, solidify military ranks constitutionally, and strengthen provincial and federal cooperation.
