Pakistan PTA Opens Doors for Satellite Internet Providers with New FSS License Draft

ISLAMABAD – The Pakistan Telecommunication Authority (PTA) has unveiled a draft license framework for Fixed Satellite Services (FSS), paving the way for both international and local satellite internet providers to formally operate in Pakistan. The move is expected to simplify entry for companies like Elon Musk’s Starlink and other global players.

Boosting Connectivity Across Pakistan

Industry experts say the draft license could transform digital access, particularly in remote and underserved areas, by enabling reliable high-speed internet via satellite.

According to PTA, the draft incorporates feedback from stakeholders gathered during the February 2025 consultation process. It provides a non-exclusive framework allowing companies to establish, maintain, and operate satellite systems in the country.

What the License Covers

The new FSS license covers:

Fixed Earth Stations
Gateway Earth Stations
Very Small Aperture Terminals (VSAT)

This enables providers to deliver broadband, backhaul, intranet, and other satellite services directly to consumers.

Previously, companies had to secure 15 separate licenses, costing up to $640,000. The new draft reduces the fee to $500,000 and requires only one license to operate, simplifying the process significantly.

Key Requirements

License validity: 15 years
Service rollout: Within 18 months of approval
Establish at least one Gateway Earth Station in Pakistan
Compliance with local data regulations, ensuring user data stays within national borders

Before applying for a PTA license, providers must register with the Pakistan Space Activities Regulatory Board (PSARB), which oversees outer space activities and licensing in line with the National Space Policy 2023 and Space Activities Rules 2024.

Financial Obligations

Operators will also contribute to:

Universal Service Fund: 1.5% of gross revenues
Spectrum usage fees: 0.5%
Annual license fees: 0.5%

This model balances regulatory oversight with opportunities for business growth and digital inclusion initiatives.

Public Consultation Open

The draft license is available for public review on the PTA website until September 19, 2025. Industry observers say this framework could allow international operators like Starlink (SpaceX), OneWeb, and Shanghai Spacecom Satellite Technology (SSST) to establish a strong presence in Pakistan’s growing digital market.
