Balochistan Unveils Rs1,028 Billion Budget for 2025-26 with Focus on Health, Education, and Development

QUETTA – June 18, 2025:
The Government of Balochistan has presented its fiscal budget for the year 2025-26, amounting to Rs1,028 billion. The budget emphasizes key sectors such as health, education, climate change, and public welfare, as announced by Finance Minister Mir Shoaib Nosherwani.

Key Allocations and Priorities

The provincial government has allocated Rs249 billion for development projects aimed at infrastructure growth and essential services. Meanwhile, Rs642 billion is reserved for non-development expenditures, including salaries, pensions, and operational costs.

Salary and Pension Enhancements

To support government employees and retirees, the budget proposes:

  • A 10% salary increase for employees in grades 1 to 22

  • A 7% pension increase for retired personnel

  • Rs1 billion for the Balochistan Pension Fund to ensure future financial stability

  • A 20% Disparity Reduction Allowance for eligible employees in grades 1 to 16

Health Sector Boost

Healthcare remains a major priority in the 2025-26 budget:

  • Rs16.4 billion allocated for health development projects

  • Rs71 billion for operational and non-development expenditures

  • Rs4.5 billion for the Balochistan Health Card Programme, aimed at improving access to medical services for citizens

Education Development

The education sector also received substantial funding:

  • Rs28 billion allocated to the education department

  • Of this, Rs19.8 billion will be used for school development projects

  • Rs101 billion for non-development expenses, including salaries and maintenance

  • Rs24 billion for operational expenses in the college sector

  • Rs5 billion for college development projects

  • The government also plans to create 1,170 contract and 67 regular teaching positions to strengthen the province’s education system

Agriculture and Food Security

Recognizing agriculture as a cornerstone of Balochistan’s rural economy:

  • Rs10 billion is earmarked for agricultural development projects

  • Rs16.77 billion will cover ongoing agriculture-related services

  • The food department receives Rs26.9 million for development and Rs1.19 billion for non-development activities

Security and Sustainability Initiatives

The government has also introduced initiatives to enhance public safety and environmental sustainability:

  • Rs18 billion allocated to Safe City projects across eight cities to improve security infrastructure

  • Rs500 million allocated to climate change mitigation programs and environmental protection
