PEC Launches Five-Year Training Program with Thar Coal Project and Chinese Partners
The Pakistan Engineering Council (PEC) has signed a Memorandum of Understanding (MoU) with Thar Coal Block-1 Power Generation Company, Sino Sindh Resources, and Shanghai Electric Engineering Consulting Company to launch a five-year program focused on training, capacity building, engineer exchange, and Chinese language learning.
The initiative, linked to the Thar Block-1 project under CPEC, aims to strengthen Pakistan’s engineering workforce and provide hands-on exposure in modern energy and mining technologies.
Key Features of the Program

On-Site Training: 20 fresh engineering graduates will receive six-week training at Thar annually, combining classroom instruction with practical experience in power plant and mining operations. Over five years, 100 engineers will benefit from this training.

International Exchange: Each year, 5–10 engineers will be sent to China for advanced short-term training, providing opportunities to learn cutting-edge energy technologies from Chinese experts.

Scholarship Fund: A dedicated Rs 3.5 million annual fund will support 35 deserving engineering students nationwide, particularly those specializing in energy and mining disciplines. Over five years, 175 scholarships will be awarded for higher education in China.

Chinese Language Training: Up to 50 participants will receive Chinese language instruction to improve communication with Chinese counterparts, enhancing collaboration in joint projects. Special focus will be given to women and students from disadvantaged backgrounds.
PEC’s Commitment
Technical Advisor Regulations Dr. Ashfaq A. Sheikh signed the MoU on behalf of PEC. Chairman PEC, Engr. Waseem Nazir, said the program demonstrates PEC’s dedication to empowering young engineers through practical training, international exposure, and language learning.
He added that the initiative will create new career pathways for Pakistani engineers while building local capacity to meet the country’s growing energy and industrial needs.
