ECC approves nationwide uniform fuel charges adjustment

KE Consumers to Face Same FCA as Discos Under Uniform Tariff Plan

ISLAMABAD – The Economic Coordination Committee (ECC) has approved a uniform application of fuel charges adjustment (FCA) across the country, bringing K-Electric (KE) consumers under the same tariff mechanism as state-run power distribution companies (Discos).

The decision aims to maintain tariff parity nationwide. Under the plan, the FCA determined for Discos by Nepra will also be applied to KE customers through tariff rationalisation. Any difference between KE’s monthly FCA and the notified FCA will be covered through subsidy or cross-subsidy.

The uniform FCA will take effect from the Discos’ FCA of June 2025, to be charged in August 2025 billing. The move aligns with the federal government’s policy of a consistent national tariff and is expected to support financial stability in the power sector.

Key ECC Decisions

  • PNSC case: The ECC approved Rs330.5 million for Pakistan National Shipping Corporation to address legal claims linked with Pakistan Steel Mills. The Industries & Production Ministry was asked to expedite court proceedings and report progress within three months.

  • Fan Replacement Programme: A Rs2 billion grant was approved to launch the Prime Minister’s Fan Replacement Scheme, with term sheets finalised by NEECA, SBP and commercial banks.

  • Strategic Policy Planning Cell: Rs250 million was allocated for the National Security Division, with phased releases based on expenditure rationalisation.

  • Monsoon Relief Package: A Rs5.8 billion relief plan was approved for flood-affected families, with Rs4 billion to be disbursed immediately by the Finance Division.

  • Digital Payments Subsidy: Rs3.5 billion was allocated to support Raast QR-based merchant payments, promoting cashless transactions and digital adoption. The State Bank of Pakistan will operationalise the scheme and submit a performance review by fiscal year-end.

  • New Energy Vehicle Policy 2025-30: The ECC endorsed a forward-looking EV policy to encourage adoption of electric vehicles in line with international standards.

  • Agricultural Credit Coverage: A new risk coverage scheme will expand formal credit access to over 750,000 small farmers across underserved regions within three years.

  • Gas Sector Review: The ECC directed the Petroleum Ministry to enhance efficiency and reduce losses in the gas sector.

The meeting was chaired by Finance Minister Senator Muhammad Aurangzeb and focused on energy, agriculture, digital economy, and disaster relief measures.
