Bilawal Bhutto-Zardari Urges Passage of Constitutional Amendment Before October 25

ISLAMABAD: Chairman of the Pakistan Peoples Party (PPP), Bilawal Bhutto-Zardari, has called for swift action to pass the 26th constitutional amendment by October 25, warning that any delay could lead to a conflict between institutions, leaving parliament at a disadvantage.

During an informal discussion with reporters, Bilawal emphasized the urgency of passing the amendment, which seeks to establish a Federal Constitutional Court (FCC) as part of broader judicial reforms. He expressed concern that failure to act before October 25, when Chief Justice Qazi Faez Isa retires, could result in a face-off between the judiciary and parliament, threatening the balance of power.

Bilawal highlighted that this amendment was part of the unfinished agenda of the Charter of Democracy and a key component of the PPP’s manifesto. He stressed that reforms like the creation of the FCC are essential to preventing future obstacles similar to those faced during the passing of the 18th and 19th Amendments.

The PPP chairman voiced his dissatisfaction with past judicial overreach, noting that the judiciary had often interfered in parliamentary affairs. He argued that establishing the FCC is crucial to ensuring the supremacy of parliament and preventing the judiciary from encroaching on its powers.

Imran Khan’s Military Trial

When asked about the trial of PTI founder Imran Khan in military courts, Bilawal responded with skepticism, questioning the necessity of such trials. He also pointed out that the ultimate authority to grant pardons rests with the president, indicating that the power to mitigate harsh sentences still lies with civilian authorities.

Bilawal shared that he had been working closely with other political parties to push through the constitutional amendment, stressing the need for transparency and open discussion during the process. He reiterated that the proposed reforms aim to balance the powers of the judiciary and protect the democratic process.

Judicial Reforms and Provincial Representation

Bilawal underscored the importance of appointing judges to the FCC to establish a strong legal foundation that ensures the separation of powers. He noted that the goal is to provide equal representation for all provinces and prevent the appointment of judges with controversial judicial legacies.

He also pointed out that, historically, the judiciary has sometimes acted beyond its role, undermining elected governments. The FCC, he argued, would ensure a more balanced and fair system.

Opposition to Military Courts

Bilawal reiterated his party’s opposition to military courts, stating that such courts are not the solution to the country’s challenges. He emphasized that the PPP’s focus remains on judicial reforms and the creation of the FCC, which he believes will strengthen democracy and protect civilian rule.

As the deadline approaches, Bilawal continues to push for the passage of the constitutional amendment, hoping to safeguard parliament’s authority and prevent future conflicts with the judiciary.
