Islamabad High Court Suspends Lifetime Ban and Fine on Former Boxing Federation Officials

ISLAMABAD – The Islamabad High Court (IHC) on Wednesday suspended the lifetime ban and Rs 1 million fine imposed by the Pakistan Sports Board (PSB) on two former officials of the Pakistan Boxing Federation (PBF) over an incident during an international tour earlier this year.

The decision, announced by Justice Arbab Muhammad Tahir, puts the disciplinary action against former PBF president Khalid Mahmood and secretary Retired Colonel Nasir Ijaz Tung on hold until a fresh review of the case is conducted by the PSB’s adjudication panel.

The court also directed the panel to ensure a transparent and fair hearing, free from the influence of earlier findings, and to base its decision solely on lawful evidence.


🥊 Background of the Case

The case relates to a reported incident on March 3, 2024, during a boxing tour in Italy, where boxer Laura Akram and her coach reported the theft of money and passports. Allegedly, boxer Zohaib Rasheed used a hotel room key to gain access to the valuables and then fled. Italian authorities are still investigating the matter.


⚖️ Initial PSB Action

Following an internal inquiry, the PSB held senior PBF officials responsible for the incident. The board imposed lifetime bans, financial penalties, and barred them from holding any official roles in national sports bodies.

Additionally, the Board of Governors (BoG) instructed the PSB to refer the case to the Federal Investigation Agency (FIA), citing possible concerns involving human trafficking.

The BoG also approved:

  • Recovery of a Rs 1 million surety bond

  • Permanent ban on boxer Zohaib Rasheed from representing Pakistan internationally

  • Implementation of barcoded, verifiable No Objection Certificates (NOCs) for future athletes traveling abroad


📋 Officials Challenge PSB Verdict

In response, the affected PBF officials challenged the PSB’s decision in court, stating that the inquiry lacked due process and was based on unverified claims.

The Islamabad High Court has now ruled that the penalties remain suspended until the PSB adjudication panel re-examines the matter and delivers a final, lawful verdict.


This latest development underscores the importance of fair hearings and procedural transparency in sports governance. The case continues to unfold as both national and international investigations proceed.
