Pakistani Intermediate Certificates to Gain Global Recognition, Says IBCC Head

ISLAMABAD — In a major step toward international academic recognition, Pakistani intermediate certificates are set to be accepted directly by foreign universities, according to Dr. Ghulam Ali Mallah, Executive Director of the Inter Board Coordination Commission (IBCC).

In a recent interview with a national daily, Dr. Mallah shared updates on a range of reforms aimed at modernizing and digitizing the certification and verification process for Pakistani students.

Collaborations with Global Education Bodies

Dr. Mallah revealed that IBCC is actively collaborating with UK’s ECCTIS—a global authority on qualifications—to ensure direct recognition of Pakistan’s intermediate qualifications. Similar efforts are underway with other countries and international examination boards.

These developments could significantly ease the admission process for Pakistani students applying to universities abroad.

Major Digital Reforms Rolled Out

The IBCC has eliminated the need for sealed verification envelopes, a long-standing requirement that often delayed the admission process. Now, all 29 educational and technical boards across Pakistan offer online verification services.

Key highlights of the digital reforms include:

  • Online verification of religious seminary (Madrassa) certificates coming soon

  • Launch of digital attestation and equivalence system

  • Certificates now embedded with QR codes for instant, secure verification

These upgrades are designed to streamline documentation and reduce delays for students seeking foreign education or employment opportunities.

A Restructured IBCC with Expanded Powers

Dr. Mallah also noted that the IBCC was restructured in 2023 through an Act of Parliament, transforming it from the Inter-Boards Committee of Chairmen into a regulatory authority for foreign educational qualifications in Pakistan.

The commission now uses a 15-point evaluation system to assess and register foreign education boards via a dedicated online portal, helping ensure transparency and compliance with local standards.
