Pakistan to Integrate Gwadar Port and Airport Under 5-Year Maritime Affairs Plan
September 18, 2025 — Pakistan has reaffirmed its commitment to integrating the New Gwadar International Airport with Gwadar Port as part of its Maritime Affairs Action Plan (2025–2029). The initiative aims to transform Gwadar into a major regional trade and transit hub, boosting economic connectivity across Asia, the Middle East, and Africa.
High-Level Meeting on Maritime Development
The announcement was made during a meeting chaired by Federal Minister for Maritime Affairs, Muhammad Junaid Anwar Chaudhry, who emphasized that the plan is closely aligned with the China-Pakistan Economic Corridor (CPEC). The framework focuses on enhancing cooperation with China while also strengthening trade routes with Afghanistan, Central Asia, and beyond.
Key Infrastructure Priorities
The five-year action plan highlights several strategic projects, including:

Integration of Gwadar Airport with the port to enable multi-modal logistics.

Expansion of Gwadar Port and completion of Free Zone Stage II.

Acceleration of East Bay Expressway Phase II for better inland connectivity.

Development of cold storage facilities, warehousing, and port-related industries to facilitate transshipment and regional trade.
In addition, the plan supports the adoption of electronic data interchange systems and smart port technologies to connect Gwadar with Chinese and international shipping networks.
Industrial, Scientific, and Tourism Initiatives
Beyond trade and logistics, the plan also outlines broader initiatives, including:

Setting up CPEC-linked industrial parks for fisheries, aquaculture, and shipbuilding.

Promoting maritime tourism projects along Balochistan’s coastline.
These steps are designed to generate employment opportunities, attract foreign investment, and create new industries linked to Pakistan’s maritime economy.
Education and Human Resource Development
The framework emphasizes human capital development through academic partnerships and training exchanges with Chinese institutions. The goal is to develop skilled manpower in fields such as logistics, fisheries, and port management, supporting long-term sustainability of the sector.
Commitment to Sustainability
Aligned with the Belt and Road Initiative’s “green energy and ocean” objectives, the action plan places strong emphasis on sustainable use of marine resources and environmental protection. Officials underscored that responsible maritime development will remain a top priority.

Minister Chaudhry stated that the 2025–2029 Maritime Affairs Action Plan reflects Pakistan’s vision of building a resilient maritime economy and strengthening strategic ties with China under CPEC.
“This is a defining moment for Gwadar and for Pakistan’s future as a regional trade hub,” he said.
