The proposed legislation aims to enhance child safety online and place greater accountability on tech companies. Under the bill, any social media platform that allows users under the age of 16 to register could face fines ranging from Rs. 50,000 to Rs. 5 million.

In addition to targeting platforms, the bill also introduces penalties for individuals who assist or facilitate underage users in creating accounts. Violators may face up to six months in prison and the same monetary fine.

Regulatory Role for PTA

To support enforcement, the Pakistan Telecommunication Authority (PTA) would be granted authority to:

  • Block accounts of underage users

  • Prevent the creation of new accounts by minors

  • Ensure compliance across platforms operating within Pakistan

Part of Wider Digital Regulation Push

This bill is part of a broader legislative effort to create safer digital environments, particularly for children. Lawmakers are increasingly focused on regulating online activity, minimizing digital risks for young users, and holding tech companies accountable for content and user policies.
