PTA Makes Major Changes to Critical Telecom Data and Infrastructure Security Regulations

PTA Introduces Revised Cybersecurity Framework CTDISR-2025

The Pakistan Telecommunication Authority (PTA) has announced an updated version of its Critical Telecom Data and Infrastructure Security Regulations (CTDISR), introducing a new framework called CTDISR-2025.

The revised framework, detailed in PTA’s Annual Cyber Security Report 2024-25, reflects the growing challenges of digital threats and rapid technological changes. Originally launched in 2020, CTDISR set baseline security requirements for telecom operators. The 2025 update aims to strengthen these measures and ensure consistent implementation across the sector.

According to the report, almost all controls under CTDISR-2020 have been reviewed and refined for better clarity and operational effectiveness. The new framework emphasizes proactive, risk-based cybersecurity governance instead of reactive measures, addressing gaps identified through audits, consultations, and industry feedback.

Key Features of CTDISR-2025

  • Expanded compliance areas covering Asset Management, Risk Management, Data Privacy, Cloud Security, Insider Threat Detection, HR Controls, and Business Continuity Planning.

  • Stronger access control requirements, including role-based access and mandatory multi-factor authentication.

  • Mandatory integration with the National Telecom Security Operations Center (nTSOC) for real-time threat intelligence and coordinated response.

  • Alignment with international standards such as ISO/IEC 27001 and NIST Cybersecurity Framework (CSF).

PTA highlighted that the updated regulations also support Pakistan’s National Cybersecurity Policy 2021, while adopting global best practices to tackle modern risks such as ransomware, AI-driven threats, and supply-chain attacks.

With CTDISR-2025, the regulator expects not only stronger protection for Pakistan’s critical telecom infrastructure, but also improved rankings in the Global Cyber Security Index.
