OGRA Increases RLNG Prices for SNGPL and SSGCL for September 2025
The Oil and Gas Regulatory Authority (OGRA) has announced a rise in re-gasified liquefied natural gas (RLNG) prices by up to 2.63% for September 2025, citing higher terminal charges and associated costs.
The revised rates will apply to both Sui Northern Gas Pipelines Limited (SNGPL) and Sui Southern Gas Company Limited (SSGCL), according to a notification issued on Thursday.
Key Price Changes
-
SNGPL:
-
RLNG transmission price: $11.2365 per MMBtu (+2.36%)
-
Distribution rate: $12.0127 per MMBtu (+2.38%)
-
-
SSGCL:
-
Transmission price: $9.8619 per MMBtu (+2.63%)
-
Distribution rate: $11.0105 per MMBtu (+2.63%)
-
The updated prices include all terminal charges, transmission losses, port handling fees, and Pakistan State Oil (PSO) importer margins. The weighted average sale prices are based on eight LNG cargoes received by PSO in September.
Context and Impact
The government recently lifted the ban on new domestic gas connections, which will now be supplied with imported RLNG instead of local gas. As a result, bills for new connections will fluctuate monthly with RLNG price adjustments.
Under PSO’s long-term supply deals with Qatar, LNG is purchased at slopes of 13.37% and 10.2% of Brent crude prices. Of the eight cargoes delivered in September, four were procured at the higher rate and four at the lower rate.
OGRA emphasized that the price adjustment follows government policy guidelines, reflecting:
-
Global LNG market trends
-
Exchange rate fluctuations
-
Cost of local re-gasification and delivery infrastructure
RLNG remains a key component of Pakistan’s energy mix, helping to meet growing demand as domestic gas reserves decline.
