Senate Introduces Bill to Ban Sale of Vapes and E-Cigarettes to Minors

Islamabad β€” A new bill has been submitted to the Senate Secretariat seeking to prohibit the sale of e-cigarettes, vapes, and e-hookahs to anyone under 18 years of age.

The legislation, tabled by Senator Sarmad Ali, aims to regulate the sale, packaging, and advertisement of electronic nicotine products across Pakistan.

Under the proposed law, electronic nicotine products are defined as battery-operated devices that produce nicotine vapors for inhalation.

Key provisions of the bill include:

  • Child-resistant, tamper-proof packaging for all electronic nicotine products.

  • Mandatory ingredient listing and a warning label stating the product is addictive and unsuitable for minors.

  • Compliance with Pakistan Standards and Quality Control Authority (PSQCA) requirements before import, manufacture, or sale.

  • Ban on all advertising and promotion, including billboards, print, and electronic media.

  • No sale within 50 meters of schools or educational institutions.

Violating the rules would result in a fine of Rs 50,000, with repeated offenses attracting a penalty of Rs 100,000.

The bill reflects growing concerns over youth access to nicotine products and aims to safeguard public health while ensuring stricter regulatory oversight.
