SBCA Cancels Provisional NOC Issued to Bahria Town Karachi
The Sindh Building Control Authority (SBCA) has officially cancelled the provisional No Objection Certificate (NOC) for sale and advertisement previously granted to Bahria Town Karachi (BTK) on September 19, 2022.
Reason for Cancellation
According to the official notification, the decision follows Supreme Court orders in connection with CMA 8758/2018, dated November 23, 2023. The cancellation is also linked to BTK’s failure to:

Submit the title of the land, and
-
Clear installments worth Rs. 460 billion by the deadline of August 31, 2026.
The authority noted that these defaults jeopardize the security of nearly 16,896 acres of land, undermining the very basis of the earlier NOC.
SBCA’s Legal Grounds
Exercising its powers under Section 4 of SBCO 1979, SBCA stated that allowing the NOC to remain in effect would mislead the public and condone illegality. In its 20th meeting on September 3, 2025, the authority resolved to withdraw the certificate with immediate effect.
The notice strictly directed Bahria Town Karachi to stop all sales, purchases, bookings, and advertisements of plots or built units.
Protection of Existing Allottees
SBCA assured that the rights and interests of existing allottees will remain protected in line with the Supreme Court’s directives, ensuring that ongoing legal processes safeguard current residents and buyers.
