UAE Announces New Transport Policy for Students

Abu Dhabi Issues New School Transport Rules for 2025–26 Academic Year

The Abu Dhabi Department of Education and Knowledge (ADEK) has announced updated school transport regulations for the 2025–26 academic year, with a strong focus on student safety, discipline, and efficient travel. The new framework outlines clear responsibilities for schools, parents, and transport providers to ensure a smooth and secure experience for all students.

Safety and Supervision

  • Schools remain fully responsible for student safety during bus travel, even when services are provided by third-party operators.

  • All students will receive training on bus and pedestrian safety.

  • For children under 11 years old, a dedicated supervisor must be present on every bus.

Rules for Children Under 15

  • Students younger than 15 are not allowed to travel to or from school without adult supervision.

  • If no parent or guardian is available at the drop-off point, the child will be taken back to school after the bus completes its route.

  • Parents may authorize siblings aged 15 or older to pick up younger children (Grade 1 and above) by signing a consent form. In such cases, schools will not be held responsible for any issues that may arise.

Transport Options for Older Students

  • Cycle 3 students (Grades 9–12, ages 14–18) may use alternative transport such as bicycles or scooters.

  • Parents must provide written consent, as schools are only responsible for supervision once students arrive on campus.

School Bus Regulations

  • Buses are strictly for student transport only.

  • Tourist buses may be used for school trips if they comply with all safety standards (seat belts, fire extinguishers, and first aid kits).

  • Total travel time must not exceed 60 minutes from first pick-up to final drop-off.

  • Pick-up and drop-off will only occur at designated points, and supervisors must confirm a guardian is present for children under 11. If not, the student will be returned to school.

Fees and Approval

  • Bus fees are set according to the Integrated Transport Centre (ITC) framework and must be approved by ADEK.

  • Any exceptional increase requires ITC approval.

Staff and Training Requirements

  • All bus drivers and supervisors must hold valid ITC licenses.

  • Supervisors are mandatory for buses carrying children under 11.

  • Only female supervisors may be assigned unless the bus is exclusively for older boys.

Traffic Management at Schools

  • Schools must appoint trained staff to manage traffic during peak hours.

  • Emergency plans and communication procedures must be updated and shared with parents.

  • Adequate parking spaces must be allocated for both buses and staff vehicles.

These new rules underline ADEK’s commitment to safe, reliable, and efficient school transport, ensuring peace of mind for parents while promoting a more disciplined travel environment for students.
