Pakistan to Take Strict Action Against Online Hate Speech Ahead of Muharram
ISLAMABAD: The Ministry of Interior on Thursday announced enhanced security measures ahead of Muharram, with a focus on combating the spread of religious hate speech on social media platforms.
In a high-level meeting chaired by Interior Minister Mohsin Naqvi, the government reviewed nationwide preparations to ensure peace and security during the first month of the Islamic calendar, a time of significant religious observance, particularly for Shia Muslims.
📱 Monitoring Digital Platforms
As part of the security plan, the government pledged to take strict action against individuals inciting sectarian hatred online. The Pakistan Electronic Media Regulatory Authority (PEMRA) has been instructed to closely monitor both electronic and social media for any inflammatory or provocative content.
🛑 Section 144 & Security Enforcement
The governments of Punjab and Khyber Pakhtunkhwa have decided to impose Section 144 from Muharram 1 to 10, restricting public gatherings, protests, and any activities that could potentially disrupt public order.
The central Ruet-e-Hilal Committee is set to meet later today to determine the sighting of the moon, which will mark the beginning of Muharram 1447 Hijri.
📡 Mobile Services & Surveillance Technology
The Interior Ministry also discussed the possibility of suspending mobile and internet services during key Muharram processions, a measure to be implemented in consultation with each province based on their respective security situations.
Muharram processions will be monitored using modern technology to ensure smooth and secure events. Surveillance efforts will be further supported by the deployment of law enforcement agencies where necessary.
👮♂️ National Coordination for Safety
Senior officials, including the Inspector Generals of Police and Secretaries of Interior from all provinces, Azad Jammu and Kashmir, Gilgit-Baltistan, and Islamabad, presented their regional security plans during the meeting. Officials from the CDA, Frontier Constabulary, and other security agencies were also present.
Additional attendees included Minister of State for Interior Talal Chaudhry, as well as senior officials from the Ministry of Interior and Islamabad Police.

Muharram marks a solemn period of mourning, particularly for Shia Muslims, commemorating the martyrdom of Imam Hussain (RA)—the grandson of Prophet Muhammad (PBUH)—at the Battle of Karbala in 680 AD.
Due to the heightened religious activity during the first ten days, authorities have put comprehensive security plans in place, including additional deployment of law enforcement personnel in sensitive areas.
Last week, the Punjab Home Department confirmed the availability of armed forces to assist in maintaining peace across the province during this period.
Authorities urge all citizens to cooperate with security protocols and refrain from sharing any divisive content, as the country works to ensure a safe and respectful environment for all during Muharram.
