Network Rankings 2025: Which Telco Offers the Best Coverage in Pakistan?

PTA Ranks Zong as Top Mobile Network for Coverage in Latest QoS Survey

The Pakistan Telecommunication Authority (PTA) has released its latest Quality of Service (QoS) Survey for the first quarter of 2025, highlighting the performance of mobile networks across 15 major cities. The assessment evaluated network coverage, signal strength, and reliability of all key cellular operators.

📶 Zong Leads in Network Coverage

According to the PTA report, Zong emerged as the top-performing mobile network in terms of coverage and reliability. The company achieved 100% compliance in all surveyed cities for 4G/LTE signal strength and also met benchmarks in areas where 3G fallback occurred.

  • ✅ Full 4G compliance in all 15 cities surveyed

  • ✅ 3G fallback coverage met benchmarks in 4 cities

  • 🏆 Zong was the only operator with 100% compliance across 19 network instances

This result positions Zong as the leader in network accessibility, signal reliability, and readiness for future mobile broadband advancements.

📊 Jazz Follows in Second Place

Jazz, which has the largest user base in Pakistan, secured the second spot in the coverage rankings:

  • 📱 Met 4G compliance in 13 out of 15 cities

  • ⚠️ Missed benchmarks in 2 cities

  • ❌ No compliance recorded in 3G fallback areas

Despite its wide reach, the lack of fallback coverage impacted Jazz’s overall performance in areas where network transitions occur.

📡 Ufone Takes Third Spot

Ufone tied closely with Jazz, delivering strong 4G coverage while performing better in 3G fallback areas:

  • ✅ 13 cities compliant with 4G benchmarks

  • 🔁 Achieved 3G fallback compliance in 10 cities

  • ⚠️ Three instances of non-compliance were reported

Ufone’s performance places it just behind Zong and Jazz in terms of network stability and reach.

Key Takeaways

  • Zong ranks #1 nationally for overall mobile network coverage.

  • Jazz remains strong in urban 4G performance but needs improvement in fallback connectivity.

  • Ufone shows balanced performance across both 4G and 3G fallback areas.
