PTA Takes Action Against LDI Operators Over Rs. 80 Billion in Unpaid Dues

The Pakistan Telecommunication Authority (PTA) has initiated enforcement actions against several Long Distance and International (LDI) operators for non-payment of Access Promotion Contribution (APC) charges owed to the Universal Service Fund (USF).

These enforcement orders, issued under Section 23 of the Pakistan Telecommunication (Re-Organization) Act, 1996, currently apply to six LDI operators, with three more under review. Companies have been given 30 days to settle outstanding payments or face further penalties and legal action.

Outstanding Dues and Enforcement Details

PTA’s hearings between April and May 2025 addressed unresolved license renewals and dues amounting to Rs. 80 billion — including Rs. 24 billion in principal and Rs. 56 billion in late payment surcharge (LPAF). The proceedings followed multiple failed reconciliation attempts and continued legal challenges by some companies.

Key dues issued include:

  • REDtone Telecommunications: Rs. 14.31 billion

  • Worldcall Telecom: Rs. 5.69 billion

  • Circle Net Communications: Rs. 5.9 billion

  • Telecard Ltd: Rs. 4.07 billion

  • Multinet Pakistan: Rs. 1.41 billion

  • Unnamed LDI Operator: Rs. 6.25 billion

Current Status of LDI Operators

Out of 13 LDI license holders:

  • Four operators have cleared all outstanding dues.

  • Five have agreed to installment payment plans, covering Rs. 8.2 billion.

  • Four companies have refused to settle, with some relying on court-issued stay orders.

As of now, seven licenses have expired, while only four were renewed in 2024. Two more licenses are set to expire in 2025 and 2026.

Looking Ahead

The PTA’s firm stance comes amid broader efforts by the Ministry of IT to resolve long-standing disputes in the sector. While legal proceedings continue, the regulator aims to recover public dues and ensure transparency in the telecom industry.
