Punjab Introduces Legal Licensing for Native Parakeets

Punjab, September 2025 – The Punjab Wildlife and Parks Department has launched a new licensing system allowing citizens to legally keep certain species of native parakeets. Previously, possession of these local birds, including the popular rose-ringed parakeet, was strictly prohibited.

Under the new regulations, four parakeet species can now be kept legally with proper licensing and registration:

  • Rose-ringed parakeet (Psittacula krameri)

  • Alexandrine parakeet (Psittacula eupatria)

  • Plum-headed parakeet (Psittacula cyanocephala)

  • Grey-headed parakeet (Psittacula finschii)

Exotic parrots, such as African greys, macaws, and cockatiels, are not included under this system and remain restricted.

Licensing and Fees

For pet owners, the license fee is Rs 1,000 per bird per year. Breeders are categorized based on the size of their operations:

  • Small breeders (3 marlas to 1 kanal): Rs 30,000 annually

  • Large breeders (over 1 kanal): Rs 50,000 annually

All licensed birds will be ringed with a unique identification code issued by the department to ensure compliance and traceability.

Protection of Wild Populations

Officials stressed that wild parakeet populations remain fully protected under the Punjab Wildlife Act. Capturing or trapping birds from their natural habitats is strictly prohibited, and the new system is designed to encourage legal, responsible pet ownership.

Ecological Importance

Parakeets play a key role in maintaining biodiversity and a healthy ecosystem. Their presence in the wild indicates ecological balance, while globally, there are over 400 parrot species, including many exotic varieties that remain popular among bird enthusiasts.

The department has announced the possession fee, and a more detailed implementation plan will be shared soon.
