Existing Taxpayers Won’t Be Overburdened Under New Tax Reforms: Minister

Law Minister Highlights Major Tax Reforms to Promote Fairness and Transparency

Federal Minister for Law and Justice, Azam Nazeer Tarar, has affirmed the government’s strong commitment to tax system reform aimed at increasing transparency and easing the burden on existing taxpayers.

Speaking at the Tax Bar Summit 2025, organized by the Pakistan Tax Bar Association (PTBA) in collaboration with the Lahore Tax Bar Association (LTBA), the Minister emphasized that a reformed and fair taxation framework is key to sustainable national development.

The summit’s inaugural session on Friday saw the presence of senior government officials including Mian Tauqeer Aslam, Chairman of the Appellate Tribunal Inland Revenue, and tax reform experts from the Asian Development Bank (ADB) and the Federal Board of Revenue (FBR).

Focus on Broadening the Tax Base

Addressing the attendees, Minister Tarar acknowledged the economic challenges facing the country, especially rising poverty and inflation. However, he stressed that the government is focused on expanding the tax net rather than overburdening current taxpayers.

“The Prime Minister’s vision is to bring more people into the tax system, rather than putting additional pressure on those already contributing,” he said.

He added that reforms are critical for increasing revenue in a just and equitable manner.

Merit-Based Appointments in Revenue Tribunals

Minister Tarar also revealed that the current administration has prioritized merit-based recruitment within the Appellate Tribunal Inland Revenue—breaking with the political favoritism of the past. So far, 15 appointments have been made on merit, with 15 more in the pipeline.

“This is the first government to truly implement merit in these key positions,” he stated, adding that robust checks and balances will be enforced to ensure accountability.

Digital Tax Reforms and Technological Transformation

The summit also featured key presentations on Pakistan’s ongoing digital tax transformation, with experts highlighting the role of technology in improving tax compliance, transparency, and efficiency.

With Pakistan aiming to modernize its tax system, digital tools are expected to play a central role in streamlining processes and reducing opportunities for tax evasion.

Averting Economic Crisis Through Unity

Reflecting on recent economic hurdles, the Law Minister commended the business community and national institutions for their role in preventing a potential default during turbulent times.

“A country of 250 million cannot afford instability,” he said, noting that Pakistan has avoided a financial crisis due to collective efforts and sound governance.

Commitment to Sustainable Economic Growth

Concluding his remarks, Azam Nazeer Tarar reiterated the government’s commitment to long-term economic reforms, highlighting the role of fair taxation in funding public services, reducing poverty, and driving national progress.

“If Pakistan moves forward, we all move forward,” he said, urging continued collaboration between the government and taxpayers.
