June 18, 2025 – Lahore:
The Punjab government has unveiled its largest-ever Annual Development Plan (ADP) as part of the 2025–26 provincial budget, with a strong focus on transforming infrastructure and transport systems across the province.

Historic Investment in Development

The ADP totals Rs. 1.24 trillion, marking a 47% increase over last year’s plan. A substantial Rs. 335.5 billion has been earmarked for infrastructure development, covering roads, bridges, and modern public transport networks.


🚧 Rs. 120 Billion Set Aside for Roads

The budget allocates a significant Rs. 120 billion for the construction and rehabilitation of roads across Punjab. This includes both highways and rural roadways to ensure better connectivity and safer travel for residents.

Key Road Projects Include:

  • Rs. 50 billion for the Chief Minister’s Local Roads Programme

  • Resurfacing and widening of broken or narrow roads

  • Construction of link roads connecting remote areas to main highways

  • Focused upgrades in small towns and underserved rural areas

These improvements aim to enhance road safety, cut travel times, and boost rural connectivity across the province.


🚌 Rs. 85 Billion Boost for Public Transport

The Punjab government is also investing heavily in the transport sector, with Rs. 80–85 billion dedicated to modernising urban and intercity transit systems.

Major Transport Projects Include:

  • Rs. 30 billion for Mass Transit Systems in Lahore, Faisalabad, and Gujranwala

  • Rs. 3.5 billion to launch an Electric Taxi (E-Taxi) Scheme

  • Rs. 46 billion for deploying Electric Buses in major cities

These initiatives are designed to reduce traffic congestion, improve air quality, and provide eco-friendly commuting options for urban populations.


🌍 Development Reaches Underprivileged Regions

Breaking from past trends, the 2025–26 budget includes Rs. 24.5 billion specifically for road infrastructure in underdeveloped districts like Layyah and Bhakkar.

Expected Benefits:

  • Easier access to schools, healthcare centers, and markets

  • Improved logistics for local farmers and small businesses

  • Efforts to bridge the rural-urban development divide
