Lahore Introduces E-Challans for Littering in Markets and Public Areas
The Suthra Punjab Authority (SPA) has introduced an e-challan system in Lahore to discourage littering in public places and improve cleanliness across commercial areas and major roads.
The new initiative is initially being launched as a pilot project covering around 200 commercial markets and key roads, including The Mall, Jail Road and Ferozepur Road.
SPA officials said enforcement teams have started visiting these locations to identify violations and educate citizens about cleanliness regulations.
September Set as Grace Period
According to SPA officials, September will serve as a grace period during which people found littering will receive warnings and awareness messages instead of financial penalties.
Formal fines for violations are scheduled to begin from October 1, 2026.
The authority has deployed several enforcement teams for the initiative. Officials said the initial phase is focused on creating awareness and encouraging people to dispose of waste responsibly.
For now, the e-challan system is focused on commercial areas and major roads. The authority said there are currently no immediate plans to introduce the same enforcement mechanism in residential neighborhoods.
Fines for Littering and Improper Waste Disposal
Under the relevant Punjab laws, people who throw waste in public places could face fines ranging from Rs1,000 to Rs10,000.
Failure to maintain cleanliness outside a house, shop or factory may result in a penalty ranging from Rs1,000 to Rs50,000, depending on the violation.
Businesses and shopping centres using prohibited plastic bags may also face financial penalties.
Strict Action Against Waste Burning
Authorities have announced tougher penalties for burning waste and tyres.
Burning waste may result in a fine ranging from Rs100,000 to Rs500,000, along with imprisonment of up to two years.
The penalties are even stricter for tyre burning. Individuals or industrial units involved in burning tyres could face a fine of up to Rs500,000 and imprisonment of up to seven years.
Officials also clarified that fines under the new enforcement system will be paid through banking or digital payment channels, with enforcement personnel prohibited from collecting cash.
Authority Aims for Cleaner Lahore
SPA officials said the anti-littering teams will not only monitor violations but will also educate residents, shopkeepers and businesses about proper waste disposal.
The authority aims to improve compliance with cleanliness laws and reduce the amount of waste found on Lahore’s roads, markets and other public spaces.
The e-challan initiative is expected to expand based on the results of the pilot phase and the public’s response to the new enforcement measures.
