Punjab Proposes Rs. 4.23 Billion Apartment Project for Government Officers
The Punjab government has proposed a Rs. 4.23 billion residential project in Lahore to provide accommodation for government officers, along with several executive and recreational facilities.
The scheme has been included in the province’s development programme for the 2026-27 fiscal year and is planned on more than 60 kanals of government-owned land along Burki Road in Lahore Cantonment.
24 Apartments Planned for Government Officers
According to the proposal, the Services and General Administration Department plans to construct 24 two-bedroom apartments.
The main residential building is expected to include a basement, ground floor and six additional floors. Its estimated construction cost has been placed at more than Rs. 2.05 billion.
The proposed complex would also include a VIP gym, library, indoor games area, seminar room, executive lounge and café.
Convention Hall and Parking Facilities
A separate convention hall covering approximately 40,246 square feet is also part of the project. The estimated cost of the hall is Rs. 547.2 million.
The scheme includes parking facilities for 164 cars and 47 motorcycles. An additional basement parking area has been proposed for 26 vehicles.
Other components of the project include generators, solar power infrastructure and external development works.
Millions Allocated for Furniture and Equipment
The project proposal also includes significant allocations for supporting facilities and equipment.
More than Rs. 145 million has been estimated for generators, while the proposed solar power system is expected to cost over Rs. 55 million.
External development works have been estimated at around Rs. 335.8 million. The plan also includes more than Rs. 152 million for furniture and Rs. 10 million for gym equipment.
Officials Raise Concerns Over Project Cost
The project has come under review because of concerns about its overall estimated cost.
The technical wing of the Punjab Planning and Development Department has questioned spending on several expensive components, including elevators, heating and cooling systems, generators, solar installations and backup power arrangements.
Officials have also sought a review of the need for imported construction materials and other costly features included in the proposal.
PDWP Questions Basement Parking Plan
The Provincial Development Working Party also reviewed the proposed scheme and raised concerns about the overall cost of more than Rs. 4.23 billion.
One specific concern involved the proposed basement parking facility for 26 vehicles. Officials questioned whether constructing basement parking would be an efficient use of funds when sufficient space for surface parking is reportedly available at the site.
The relevant department has therefore been directed to examine the possibility of using surface parking instead.
Project Expected to Take 24 Months
The proposed residential complex has a completion timeline of 24 months.
The project will remain subject to the required government review and approval process before construction can proceed.
The proposal highlights the Punjab government’s plan to develop dedicated residential facilities for government officials, while the ongoing review could lead to changes in the project’s cost, design or proposed facilities.
