However, all is not bleak. As of March FY2025, Pakistan has nearly 200 million mobile and fixed broadband subscriptions, with a teledensity of 81.3%, indicating strong digital adoption. The IT & IT-enabled Services (ITeS) sector is a bright spot, posting a 23.7% year-on-year growth in ICT exports. These numbers signal Pakistan’s potential as a digital powerhouse in the making.

The Digital Pakistan Policy 2018 marked a pivotal shift in national priorities, advocating for integration of digital technologies in both public and private sectors. Now, the Digital Pakistan Policy 2024 builds on that foundation, incorporating modern advancements in AI, cybersecurity, blockchain, 5G, and beyond. What’s different this time is the inclusive stakeholder-driven approach, signaling a deeper commitment to sustainable, tech-enabled growth.
💼 Public Sector Transformation in Motion
Real progress is taking shape through projects like the Land Information and Management System (LIMS), which digitizes land records to improve transparency and public sector efficiency. Similarly, initiatives supported by the Pakistan Software Export Board (PSEB) have created over 185,000 jobs, supported 1,900+ startups, and empowered 12,000+ women, generating Rs 2.73 billion in revenue. These milestones—while promising—need to become the norm, not the exception.
🤝 Public-Private Collaboration: A Game Changer

In the financial services sector, our deployment of Cisco’s Application Centric Infrastructure (ACI) has helped banks modernize operations, bolster cybersecurity, and increase agility. In telecom, our work with PTCL and Dell Technologies is enhancing national data capabilities, ensuring that Pakistan’s largest telecom provider remains competitive in a rapidly evolving market.

Despite success stories, Pakistan continues to face challenges in scaling efforts and achieving coordination. Bridging policy with practical execution demands stronger public-private partnerships, accelerated implementation, and sustained investment in local talent. The youth must be equipped with future-ready skills—AI, cloud computing, automation—to reduce reliance on imported solutions and drive homegrown innovation.
