Government Invites Samsung to Expand Smartphone Exports from Pakistan

The federal government has invited Samsung to explore Pakistan as a regional manufacturing and export hub for smartphones, with the aim of increasing electronics exports to Africa and other emerging markets.

The proposal was discussed during a meeting between Commerce Minister Jam Kamal Khan and a delegation from Samsung Pakistan led by the company’s country head.

Focus on Export Growth

During the meeting, the commerce minister said Pakistan has developed significant mobile phone manufacturing capacity and encouraged the industry to expand beyond serving the domestic market.

He highlighted the country’s potential to increase exports of locally assembled smartphones and strengthen its position in the global electronics supply chain.

Industry Shares Concerns

Samsung representatives briefed the government on the progress of local smartphone manufacturing and the company’s investment in assembly operations in Pakistan.

The company also raised concerns regarding recent tariff changes, stating that the reduced difference between duties on Semi Knocked Down (SKD) kits and Completely Built Units (CBUs) has affected the competitiveness of locally assembled smartphones.

Proposal on Refurbished Phones

Samsung suggested introducing a framework that allows the import of manufacturer-certified refurbished smartphones instead of unrestricted imports of used devices.

According to the company, certified refurbished phones offer quality assurance and warranty support through authorized refurbishment centers.

Government Seeks Industry Recommendations

The commerce minister acknowledged the industry’s concerns regarding taxation and other policy matters, adding that they would be reviewed.

He also invited the industry to submit detailed proposals covering:

  • Certified refurbished smartphone policies
  • Export opportunities
  • Future investment plans
  • International best practices for smartphone manufacturing

Strengthening Pakistan’s Electronics Sector

The discussions reflect the government’s broader efforts to promote local manufacturing, encourage foreign investment, and increase Pakistan’s electronics exports through partnerships with global technology companies.

Officials hope that expanding smartphone production for international markets will create new opportunities for the country’s manufacturing sector and export industry.
