Islamabad Corporation Proposes New Rules for Commercial Use of Open Spaces
The Metropolitan Corporation Islamabad (MCI) has started consultations on its proposed Open Space Policy 2026–27, aimed at regulating how commercial businesses use public open spaces while protecting pedestrian access, parking, traffic flow and green areas.
The consultation meeting was held between MCI officials and representatives of restaurant owners and their association. The meeting was chaired by MCI Chief Officer Dr. Anam Fatima.
The proposed framework is designed to create clear and transparent rules that allow businesses to conduct limited commercial activities without affecting public access or the intended use of open spaces.
Public Access to Open Spaces to Remain Protected
Under the proposed policy, public open spaces will continue to remain accessible to residents and visitors.
Commercial establishments will not be allowed to place stalls, counters, displays or other structures in locations where they could obstruct pedestrian routes, parking facilities or general public access.
The policy also seeks to protect existing green areas and street furniture. Businesses that have made unauthorised changes to designated green or open spaces may be required to restore those areas to their approved condition.
Temporary Seating Allowed at F-10 Markaz
A temporary arrangement has also been proposed for the public sit-out area at F-10 Markaz.
Restaurants operating around the site will be permitted to use their frontage for temporary seating for a period of two weeks.
The temporary arrangement will only be allowed if pedestrian movement, public access, traffic circulation and emergency routes remain clear.
Once the two-week period ends, restaurants will have to follow the prescribed open-space and seating licensing process for any continued use of the area.
Shift Toward Digital Municipal Services
MCI Chief Officer Dr. Anam Fatima also directed the Directorate of Municipal Administration to continue moving municipal services toward a cashless, paperless and contactless system.
Under the proposed process, businesses seeking relevant licenses and permissions will be able to submit applications through the designated online portal of the National Information Technology Board (NITB).
The digital process is intended to make applications and approvals more organised and transparent.
Balancing Commercial Activity and Public Convenience
During the consultation, MCI officials and restaurant representatives discussed an approach that would allow commercial businesses to use designated spaces within clearly defined limits.
The proposed policy aims to balance the interests of businesses with the public’s right to accessible open spaces, unobstructed walkways, adequate parking and protected green areas.
The Open Space Policy 2026–27 is expected to provide a formal regulatory framework for commercial use of such areas in Islamabad while establishing licensing requirements and conditions for businesses
