Japan Opens Defence Export Market Under Major Policy Shift
Japan has announced a significant overhaul of its defence export regulations, allowing the country to expand overseas sales of military equipment, including warships, missiles, and other advanced systems. The decision marks one of the most important changes in Japan’s post-war security policy.
According to officials, the revised rules aim to strengthen Japan’s defence industry while also improving cooperation with allied countries amid growing regional and global security challenges.
Major policy shift in defence exports
Under the updated framework, Japan has removed several restrictions that previously limited defence exports to a small range of non-combat equipment such as rescue, transport, and surveillance systems.
Now, each proposed export will be reviewed individually by government authorities. However, Japan has maintained core principles that include strict screening procedures, limits on third-country transfers, and a ban on exports to nations involved in active conflict.
Officials said exceptions may still be considered if they serve national security interests.
Growing international interest
Several countries, including the Philippines, Poland, and Germany, are reportedly exploring potential defence procurement opportunities from Japan.
The Philippines has welcomed the policy change, calling it an opportunity to access high-quality defence systems that could strengthen regional security and deterrence.
Japan and the Philippines have already increased defence cooperation in recent years, including agreements that allow joint military operations and easier exchange of supplies.
Strengthening Japan’s defence industry
Japan is also aiming to support its domestic defence manufacturers by expanding production and reducing costs through increased exports. Companies such as Mitsubishi Heavy Industries are expected to benefit from larger international orders.
At the same time, Japan continues to modernize its own military capabilities, including the development of advanced missiles, stealth aircraft, and naval systems.
Tokyo is also working with the United Kingdom and Italy on a next-generation fighter jet project, expected to enter service in the 2030s.
Regional security context
The policy shift comes amid rising geopolitical tensions in Asia, particularly concerns over China’s growing military influence. Japan has increased defence spending in recent years and continues to expand its strategic partnerships with allies such as the United States and regional partners.
Officials say the move is intended to ensure long-term stability and strengthen collective defence cooperation in an increasingly uncertain global environment.
