Pakistan Forms High-Level Committee to Lead Preparations for COP-30 in Brazil

In a major move to strengthen Pakistanโ€™s global presence in climate diplomacy, the Prime Minister has approved the formation of a high-level Steering Committee to lead the countryโ€™s preparations for the upcoming COP-30 Climate Conference, scheduled to take place in November 2025 in Belรฉm, Brazil.

The committee, which reflects Pakistan’s renewed commitment to climate action, will ensure that the country presents a strong and well-coordinated stance at one of the most important environmental summits of the decade.


Top Leadership at the Helm

The Prime Minister will serve as the Convener of the Steering Committee, with the Minister for Planning, Development, and Special Initiatives (PD&SI) acting as Co-Convener. Other key members include:

  • Minister for Climate Change

  • Senator Sherry Rehman

  • Mr. Tariq Fatemi, Special Assistant to the Prime Minister

  • Mr. Muhammad Jahanzeb Khan

Senior officials from the Ministries of Foreign Affairs, Economic Affairs Division, Climate Change, and Finance Division have also been included as members. The Additional Secretary of the Ministry of Climate Change will serve as the Member/Secretary of the committee.

The Ministry of Climate Change & Environmental Coordination will act as the Secretariat, providing full administrative and logistical support.


Key Objectives of the Committee

The Steering Committee has been entrusted with several vital responsibilities, including:

  • Providing strategic direction for shaping Pakistanโ€™s official position at COP-30.

  • Defining and prioritizing key climate themes for bilateral and multilateral engagements.

  • Overseeing the preparation of the Prime Ministerโ€™s address at COP-30.

  • Coordinating all diplomatic, logistical, and media arrangements for Pakistanโ€™s delegation.

The committee also has the authority to form sub-committees and include technical experts as needed to support its work.


First Meeting Scheduled for August 2025

The committee will hold its first meeting in August 2025, allowing ample time to prepare a comprehensive strategy for the November summit. The early start reflects Pakistanโ€™s intention to play an active and influential role at COP-30, especially in areas like climate finance, adaptation, and loss and damage.


Building on the Momentum of COP-29

This yearโ€™s preparations are rooted in Pakistanโ€™s active participation at COP-29, held in Baku, Azerbaijan, in November 2024. At that summit, Pakistan played a key role in global conversations on climate justice, advocating for loss and damage funding and improved support for developing countries most affected by climate change.


As the world turns its attention to COP-30 in Brazil, Pakistanโ€™s proactive approach signals a strong commitment to sustainable development and global climate cooperation.
