DeepSeek to Brief UN Security Council on Artificial Intelligence Risks

Chinese artificial intelligence company DeepSeek is expected to brief the United Nations Security Council this week on issues related to AI and international security, according to sources familiar with the matter.

The briefing is scheduled as world leaders gather in New York for the annual UN General Assembly.

Security Council to Discuss AI

The 15-member UN Security Council is due to meet on Wednesday to discuss the potential security risks associated with rapidly developing artificial intelligence technologies.

DeepSeek is among several Chinese AI companies invited to participate in the discussion, with Moonshot also expected to provide input, according to one of the sources.

DeepSeek founder Liang Wenfeng is not expected to attend the meeting personally. The sources said arrangements could still change.

US AI Leaders Also Expected

OpenAI CEO Sam Altman is expected to brief the Security Council during the meeting.

Senior representatives from other major AI companies, including Anthropic, are also expected to participate.

The meeting comes after several technology leaders called for greater coordination over the development of increasingly powerful AI systems. Some have raised concerns about the ability of advanced systems to operate beyond effective human control.

UN Has Discussed AI Risks Before

The Security Council first held a dedicated discussion on artificial intelligence and international security in 2023.

At that meeting, China warned against allowing AI development to proceed without sufficient oversight, while the United States highlighted concerns about the potential use of AI for censorship and repression.

UN Secretary-General Antonio Guterres has also recently urged world leaders to pay attention to the risks associated with rapidly advancing AI technology.

Different Views on AI Development

The debate over AI regulation has produced different positions among governments and technology companies.

Chinese state media have criticised proposals for slowing AI development, describing them as part of an approach aimed at maintaining US leadership in advanced technology.

Meanwhile, some US technology executives have publicly discussed possible risks from increasingly capable AI systems, including concerns about control and safety.

Chinese AI companies have generally made fewer public statements about such scenarios.

US-China AI Safety Talks

The Security Council discussion comes as the United States and China continue talks related to artificial intelligence safety.

US Treasury Secretary Scott Bessent said Monday that senior officials from both countries had agreed to hold further discussions on AI safety.

The talks are taking place ahead of a planned meeting between US President Donald Trump and Chinese President Xi Jinping later this week.
