Deputy Prime Minister and Foreign Minister Ishaq Dar addressed the 33rd ASEAN Regional Forum (ARF) Ministerial Meeting in Manila, highlighting key regional and global challenges while calling for greater international cooperation to promote peace, stability, and sustainable development.

During his address, Dar emphasized the importance of resolving long-standing regional issues through dialogue and diplomacy.

Focus on Regional Peace and Stability

Speaking at the forum, the deputy prime minister said unresolved disputes continue to affect regional stability and urged the international community to support peaceful solutions in accordance with international law and the United Nations Charter.

He also expressed concern over recent developments related to the Indus Waters Treaty, stating that water resources should be managed responsibly and through established international agreements.

Situation in the Gulf

Dar discussed recent developments in the Gulf region, stressing the importance of dialogue, restraint, and diplomatic engagement to reduce tensions.

He reaffirmed Pakistan’s support for peaceful efforts aimed at maintaining regional stability and ensuring the uninterrupted flow of international maritime trade.

Pakistan’s Position on Global Issues

The foreign minister also shared Pakistan’s position on several international matters, including:

  • Promoting peaceful dialogue to resolve regional disputes
  • Supporting humanitarian efforts in Gaza
  • Strengthening international cooperation against terrorism
  • Encouraging stability and economic connectivity in the region
  • Supporting diplomatic solutions to international conflicts

Climate Change and Global Cooperation

Highlighting the impact of climate change, Dar noted that Pakistan remains among the countries most vulnerable to climate-related disasters despite contributing a very small share of global greenhouse gas emissions.

He called for stronger international cooperation to help vulnerable countries improve climate resilience and sustainable development.

Emerging Global Challenges

The deputy prime minister also emphasized the need for greater collaboration in addressing emerging issues, including:

  • Artificial Intelligence (AI)
  • Cybersecurity
  • Food and energy security
  • Disaster management
  • Public health preparedness

Strengthening ASEAN Cooperation

Dar welcomed the adoption of the Manila Plan of Action 2026 and reaffirmed Pakistan’s commitment to working closely with ASEAN member states through dialogue, mutual respect, and practical cooperation.

He said continued engagement through regional forums can help address both traditional and emerging security challenges while promoting peace, stability, and shared economic progress.
