Turkey Strengthens Oversight of C-Section Deliveries, Takes Disciplinary Action Against Doctors
Turkey’s Ministry of Health has taken disciplinary measures against more than 100 obstetricians and gynecologists as part of its ongoing effort to reduce the country’s high rate of Caesarean section (C-section) births.
According to reports, the actions include financial penalties, temporary suspensions for some physicians, and mandatory professional training aimed at encouraging compliance with national maternity care guidelines.
Government Focuses on Natural Childbirth
Turkey has one of the highest Caesarean birth rates among countries in the Organisation for Economic Co-operation and Development (OECD). Official data from 2023 showed approximately 615 C-section deliveries per 1,000 live births.
The government has introduced policies encouraging natural childbirth when medically appropriate, describing the initiative as part of broader efforts to improve maternal healthcare and childbirth practices.
Medical Community Voices Concerns
Many healthcare professionals argue that Caesarean deliveries remain an essential medical procedure in cases where they are necessary for the safety of the mother or baby. They also note that clinical decisions should continue to be based on individual medical needs.
Some doctors have expressed concern that disciplinary actions, including investigations, warnings, suspensions, and mandatory training, could increase pressure on healthcare providers when making treatment decisions.
Previous Policy Changes
In April 2025, Turkish authorities introduced regulations restricting non-medically indicated Caesarean procedures in private healthcare facilities.
Reports indicate that officials continue to review hospitals with unusually high C-section rates as part of ongoing oversight efforts.
In one reported case, a physician working at a private hospital near Istanbul was dismissed from the facility and later received a six-month suspension following an official review related to Caesarean delivery rates.
The government’s campaign reflects its continued focus on promoting medically appropriate childbirth practices while monitoring compliance with national healthcare regulations. At the same time, discussions continue within the medical community regarding the balance between policy objectives and doctors’ clinical judgment.
