Russia has announced that it is moving toward a “full-fledged partnership” with Afghanistan’s Taliban-led government, according to a senior Russian security official.
Sergei Shoigu, Secretary of Russia’s Security Council, said Moscow is building a “pragmatic dialogue” with the Afghan authorities that includes cooperation in security, trade, culture, and humanitarian support.
Russia has also encouraged other regional countries to expand engagement with Kabul, emphasizing stability and regional security as key priorities. Shoigu made the remarks during a meeting with representatives of the Shanghai Cooperation Organisation (SCO), a regional bloc that includes several countries from Asia and Central Asia.
Russia had previously lifted its long-standing designation of the Taliban as a terrorist organization in 2025, paving the way for expanded diplomatic contact. Officials say the goal of increased engagement is to address shared security concerns and strengthen regional cooperation.
The discussions reflect a broader shift in regional diplomacy as countries reassess their approach toward Afghanistan following the Taliban’s return to power in 2021.
