Sindh Approves Rs2 Billion Fund to Support Children Affected by HIV at Valika Hospital

The Sindh government has approved a Rs2 billion endowment fund to provide long-term medical care and welfare assistance for children who contracted HIV while receiving treatment at the Sindh Employees’ Social Security Institution (SESSI)-run Kulsoom Bai Valika Hospital in Karachi.

The decision was taken during a meeting of the SESSI Governing Body chaired by Sindh Labour Minister Saeed Ghani.

According to officials, the fund will be used to ensure continuous access to quality healthcare for the affected children while also supporting welfare programs for their families.

Government authorities have confirmed that 78 children have been identified in connection with the incident. Officials clarified that this is the verified number currently available through the government’s records.

During the meeting, the Governing Body also reviewed the findings of an official inquiry conducted in line with directions from the Provincial Ombudsman. Based on the report, disciplinary proceedings were approved against 37 doctors and paramedical staff, including the confirmation of suspensions and the issuance of show-cause notices.

Minister Saeed Ghani said the investigation is being carried out transparently and emphasized that anyone found responsible will face action regardless of their position.

He explained that an inquiry committee was formed soon after the matter first came to the government’s attention in October 2025. As additional screening was carried out, the number of confirmed cases increased to 78 children.

Officials are continuing to investigate how the infections occurred and are reviewing the role of all medical personnel and staff who were on duty during the relevant period.

The Sindh government has reaffirmed its commitment to providing affected children with long-term medical treatment, welfare assistance and legal support while ensuring accountability through the ongoing investigation.

Meanwhile, the Sindh High Court has directed the provincial government to submit its response regarding the incident. The case was brought before the court through a petition seeking an independent inquiry, medical treatment for the affected children and appropriate compensation for their families.
