Government Announces Major Digital Upgrade for Passport System in Pakistan

Pakistan has decided to gradually transition its passport issuance system to a fully e-passport–based framework as part of broader reforms aimed at modernizing immigration and travel documentation services.

A high-level meeting on passport and immigration reforms was held under the chairmanship of Federal Interior Minister Mohsin Naqvi. The session reviewed ongoing initiatives to make passport services more efficient, transparent, secure, and citizen-friendly.

Officials confirmed that a key decision was taken to implement the shift toward e-passports in phases. The move is expected to improve system security, enhance transparency, and reduce the risk of fraud and document forgery. However, authorities have not announced a timeline for discontinuing traditional passports.

The Director General of Passports and Immigration, Muhammad Ali Randhawa, briefed the meeting on current reforms and proposed future improvements in the system.

The meeting also decided that users opting for premium passport services will be charged based on the actual cost of providing those facilities.

Officials further stated that preparations are underway to introduce a home delivery service for passports, both within Pakistan and for citizens living abroad. The service is expected to be launched soon and will allow applicants to receive passports at their doorstep.

Interior Minister Mohsin Naqvi also announced that a cashless payment system will be introduced at passport offices nationwide from July 1. The initiative aims to make payment processes safer, faster, and more convenient for applicants.

In addition, online passport applications are planned to be integrated with the Pak-ID platform to streamline the application process. A separate policy for business passports will also be finalized in consultation with the Federal Board of Revenue (FBR).

According to the Ministry of Interior, an e-passport is a secure travel document equipped with an electronic chip embedded inside the passport. This chip stores the holder’s biometric and personal data, including identity details and a digital signature, helping improve identity verification and border security.

The passport also contains a contactless NFC chip that allows electronic scanning. Pakistan’s e-passports comply with the standards set by the International Civil Aviation Organization (ICAO), ensuring global compatibility and security.
