Pakistan is preparing to introduce stricter regulations on vehicle imports starting July 1, following recommendations from the International Monetary Fund (IMF). The new framework aims to improve tax compliance, safety standards, and transparency in the auto sector.


Focus on Tax Compliance

A key proposal under consideration is to allow vehicle imports only for tax-compliant individuals and businesses.

Non-filers or those not registered with tax authorities may be restricted from importing vehicles, as part of broader efforts to expand the tax net and improve documentation in the economy.

According to sources, only companies meeting the following requirements are expected to qualify:

  • Possession of a National Tax Number (NTN)
  • Registration under the Companies Act 2017

Individuals and sole proprietorships may be excluded from the import process under the proposed system.

Used vehicle importers will also be required to register with the Engineering Development Board (EDB) for additional regulatory oversight.


Stronger Quality and Safety Standards

The proposed framework introduces stricter rules to ensure imported vehicles meet international safety and environmental standards.

Importers will need to ensure:

  • Availability of spare parts

Importers will be required to provide pre-shipment inspection certificates confirming compliance with safety and environmental standards.

In addition, post-shipment inspections will also be mandatory once vehicles arrive in Pakistan.

Authorities are planning strict digital tracking of imported vehicles, including:

  • Engine number

  • Import documentation
  • Compliance records
