PTA Imposes Rs. 740 Million in Penalties on Mobile Network Operators Over SIM Registration Violations

The Pakistan Telecommunication Authority (PTA) has imposed a total of Rs. 740 million in penalties on the country’s four major mobile network operators over violations related to SIM card registration procedures.

According to the regulator, the enforcement action follows findings that SIM cards were issued in cases where regulatory requirements, including customer consent and verification procedures, were not fully complied with.

Penalties Issued to Mobile Operators

The PTA announced the following penalties:

  • Ufone: More than Rs. 233.4 million
  • Zong: Rs. 155.6 million
  • Jazz: Rs. 116.7 million
  • Telenor: Rs. 116.7 million

The authority said the fines were imposed after identifying violations of SIM issuance and registration regulations.

PTA Emphasizes Compliance

In its decisions, the PTA stated that mobile network operators are responsible for ensuring that SIM registration processes comply with all applicable regulations.

The regulator also clarified that operators are accountable for the actions of their franchisees. According to the PTA, the companies did not maintain sufficient oversight of franchise operations and biometric verification procedures, which contributed to the identified violations.

Operators Directed to Pay Fines

The authority has instructed all four telecom operators to pay the penalties within the prescribed timeframe. It added that failure to comply may result in further action under applicable regulations.

Focus on Consumer Protection

The PTA said strict enforcement of SIM registration rules is important for protecting consumers and maintaining the integrity of Pakistan’s telecommunications system.

According to the regulator, unauthorized or improperly issued SIM cards can increase the risk of identity misuse, cybercrime, and financial fraud. The authority reiterated its commitment to strengthening compliance and improving oversight across the telecom sector.
