Punjab Prohibits Businesses from Charging Customers for Plastic Shopping Bags

 The Punjab Environmental Protection Agency (EPA) has announced that commercial establishments across the province will no longer be allowed to charge customers for plastic shopping bags, with the new policy taking effect from September 6, 2026.

The directive is part of the provincial government’s broader efforts to reduce plastic waste and encourage the use of environmentally friendly alternatives.

New Rules for Retailers

Under the new instructions, retailers that choose to provide plastic shopping bags must do so without charging customers.

However, businesses will be permitted to charge for reusable or recyclable bags made from non-plastic materials, as these are considered more sustainable alternatives.

The policy applies to a wide range of businesses, including:

  • Retail stores
  • Supermarkets
  • Restaurants
  • Hotels
  • Other commercial establishments

EPA Explains the Decision

Punjab EPA Director General Imran Hamid Sheikh said some businesses had been charging customers for plastic bags while using them as branded promotional items.

According to the EPA, removing the financial incentive associated with plastic bags is intended to discourage their widespread distribution and promote environmentally responsible packaging options.

Penalties for Non-Compliance

Businesses that fail to comply with the new regulations after September 6 may face enforcement action.

According to the EPA, penalties may include:

  • Fines ranging from Rs5,000 to Rs50,000
  • Sealing of business premises in serious cases
  • Registration of a First Information Report (FIR) where applicable under the law

Part of Punjab’s Environmental Initiative

The latest directive is part of Punjab’s ongoing environmental protection campaign aimed at reducing plastic pollution.

In recent months, the provincial government has introduced measures including the establishment of plastic-free zones and restrictions on the manufacture, sale, and use of plastic bags thinner than 75 microns.

Officials have also encouraged consumers to reduce the use of single-use plastics and adopt reusable shopping bags to help protect the environment.
