Govt to Offer Voluntary Separation Scheme to Utility Stores Employees

PAC Informed of Upcoming Voluntary Separation Scheme for Utility Stores Employees

The Public Accounts Committee (PAC) has been informed that a Voluntary Separation Scheme (VSS) for employees of the Utility Stores Corporation (USC) will be announced soon.

The committee, chaired by Junaid Akbar, met today to discuss the future of USC and the fate of thousands of its staff. The Secretary of Industries briefed members, highlighting that USC was originally set up to provide essential commodities at subsidized rates. At its peak, the network included around 5,000 outlets employing nearly 11,000 staff.

However, widespread cases of subsidy misappropriation led the government to shift toward direct cash transfers through the Benazir Income Support Program (BISP). The Secretary confirmed that the VSS will be announced by Friday.

PAC members raised concerns about employees’ salaries being withheld, particularly for staff serving on contracts for up to 17 years, while the Managing Director continues to receive pay and official vehicles. Members called for reforms instead of dismantling the corporation, noting the USC’s role in providing relief to the public despite financial losses.

Chairman Junaid Akbar and members urged the government to protect employees’ rights and avoid decisions that could lead to mass layoffs.
