Nearly three years after the devastating 2022 floods, Pakistan has received less than half of the $11 billion pledged by international donors at the Geneva Conference, highlighting delays in disbursements and planning gaps.
Official documents show Pakistan has secured $4.69 billion so far, with approximately $2.75 billion earmarked for project financing and $1.93 billion allocated for commodity imports. For the current fiscal year, the Geneva pledges set a target of $1.26 billion, of which over $760 million is expected to go toward project financing.
At the Geneva Donors’ Conference, Pakistan had received commitments totaling $10.98 billion to support recovery and reconstruction after the catastrophic floods, which displaced millions and caused damages exceeding $30 billion.
However, of the $540 million pledged in direct grants for flood-related damages, Pakistan has received only $21 million to date. Most of the funding comes through bilateral and multilateral agreements, structured as long-term loans with varying interest rates, rather than immediate grants.
