KP Assembly Introduces Bill to Regulate Naswar Sales and Production
A new bill has been introduced in the Khyber Pakhtunkhwa Assembly to regulate the production, sale, and distribution of naswar across the province.
The proposed “Regulation of Snuff (Naswar) Bill, 2026” was tabled by Aamna Sardar. The legislation does not aim to ban naswar but focuses on introducing clear rules to ensure safer practices, with special attention to public health and the protection of minors.
If approved, the bill will require mandatory licensing for all businesses involved in manufacturing and selling naswar. It also proposes restrictions on sales to underage individuals and limits on outlets operating near schools and public places. Additionally, the draft includes measures to address unregulated and informal sales channels.
The legislation outlines further steps such as standardized packaging, visible health warnings, and regulation of ingredients used in naswar products. It also seeks to prohibit promotional activities and advertisements related to naswar.
Speaking on the proposal, Aamna Sardar emphasized that while tobacco products may be legal, they should be managed under strict guidelines to reduce potential harm—particularly among young people.
Public health experts and civil society representatives have largely welcomed the move, describing it as an important step toward addressing gaps in regulation. Supporters say the bill aims to create a more transparent and accountable system without imposing a complete ban.
If passed, the law could mark a significant development in regulating smokeless tobacco products in Khyber Pakhtunkhwa and may help strengthen efforts to limit early exposure among youth.
