Chinese Firm Signs Agreement to Boost Investment in Gwadar Port
Islamabad, August 5, 2025 – In a significant step towards enhancing Pakistan’s maritime infrastructure, the Gwadar Port Authority (GPA) and China’s Xinning Enterprise have signed a Letter of Intent (LoI) to increase industrial and commercial investments at Gwadar Port and its Free Zone, the Ministry of Maritime Affairs announced on Tuesday.
Gwadar Port, which was developed over a decade ago with high hopes of becoming a regional trade hub, has remained underutilized. However, recent efforts from the government aim to revitalize the port and attract both domestic and international business activity.

According to the ministry’s press release, the LoI was signed between Yi Jiang of Xinning Enterprise and Additional Secretary Umer Zaffar Shaikh of the Maritime Affairs Ministry. GPA Chairman Noorul Haq Baloch also joined the event virtually.

Minister for Maritime Affairs Muhammad Junaid Anwar Chaudhry welcomed the partnership, calling it a “milestone in elevating Gwadar’s strategic and economic significance.”
“Xinning Enterprise’s involvement will help boost the port’s capacity, attract foreign direct investment, and support broader regional development,” he said.
Both parties affirmed their commitment to operating within Pakistan’s legal and regulatory framework and agreed to continue their good-faith dialogue to finalize investment plans and explore future cooperation mechanisms.
