FIA Arrests PARC Chairman Over Irregular Appointments in Recruitment Case

The Federal Investigation Agency (FIA) has taken Ghulam Muhammad Ali, Chairman of the Pakistan Agricultural Research Council (PARC), into custody in connection with alleged irregularities in recruitment at the organization’s Islamabad office.

Investigation Uncovers Irregular Hiring Practices

According to official documents, the arrest follows an inquiry registered under Enquiry No. RE-120/25, initiated on the directions of the Public Accounts Committee (PAC). The inquiry revealed that 168 officials were recruited without public advertisements, bypassing standard procedures and ignoring already published recruitment notices dated April 3, 2022, August 17, 2022, October 20, 2022, and March 1, 2023.

Although advertisements were issued for 164 positions, the investigation found that a total of 332 appointments were made, significantly exceeding the approved number of vacancies. This expansion of posts was allegedly carried out without proper authorization.

Concerns of Nepotism and Financial Mismanagement

Authorities allege that the recruitment process involved favoritism and nepotism, with some individuals selected based on personal connections. The unauthorized hiring led to additional salary expenses, honorariums, and other employment benefits, potentially resulting in a substantial financial burden on the national exchequer.

A number of PARC officials have been named in the preliminary findings, including senior directors and members across various departments. The inquiry also suggests potential involvement from individuals within the Ministry of National Food Security and Research, indicating that such actions may not have been possible without coordination at higher levels.

Legal Action and Further Investigation

Based on the findings, a case has been registered under relevant sections of the Pakistan Penal Code (PPC) and the Prevention of Corruption Act (PCA), 1947. The FIA will continue its investigation to identify any additional individuals or committees involved, including those who may have benefited from the alleged irregular appointments.

Officials emphasize that this inquiry is part of a broader effort to ensure transparency and accountability within public institutions, particularly in recruitment and administrative practices.
