Sindh Assembly Passes Domestic Workers Welfare Bill 2025

The Sindh Assembly has approved the Domestic Workers Welfare Bill 2025, introducing legal safeguards and improved employment conditions for domestic workers across the province.

The new law, which will take effect after receiving the governor’s approval, defines domestic workers as individuals employed to perform household-related duties. It also sets clear rules regarding working hours, leave entitlements, healthcare support, and employment terms.

Under the legislation, children below the age of 16 will be prohibited from working in households in any role. The bill also limits working hours for full-time and live-in domestic workers to eight hours per day and six days per week.

Employers will now be required to provide domestic workers with an official appointment letter in a prescribed format and submit a copy to the relevant labor inspector through manual or digital channels.

The law grants female domestic workers six weeks of paid maternity leave. In addition, all domestic workers will be entitled to 10 days of casual leave and eight days of paid sick leave every year.

Sindh Law and Parliamentary Affairs Minister Ziaul Hassan Lanjar presented the bill in the assembly along with recommendations from the Standing Committee on Labor and Human Resources.

To address workplace disputes, the legislation provides for the establishment of a Dispute Resolution Committee (DRC) headed by a grade-16 officer. The labor department will also appoint appellate authorities in each district to hear appeals against DRC decisions.

The bill is being seen as an important step toward improving labor rights, workplace protections, and employment standards for domestic workers in Sindh.
