However, stakeholders remain divided over how Pakistan should approach this transition.
Competing technologies in focus
Experts disagree on whether Pakistan should prioritise:
- Hybrid Electric Vehicles (HEVs) for immediate fuel savings without charging infrastructure
- Plug-in Hybrids (PHEVs) as a middle-ground solution
- Battery Electric Vehicles (BEVs) for a fully zero-emission future
Some industry leaders argue that hybrids are more practical in the short term due to limited charging facilities, while others believe only full electric vehicles can deliver long-term environmental benefits.
Charging infrastructure expansion
A major challenge remains the lack of a nationwide charging network. However, new investments are emerging across the country.
Plans are underway for EV charging corridors along major highways, while private and public sector projects aim to install thousands of charging stations in the coming years. Some provinces have also launched public-private partnerships to accelerate infrastructure development.
The government has reduced electricity tariffs for EV charging stations and introduced policies requiring fuel stations to gradually include EV charging facilities.
Investment and localisation concerns
Automotive companies are investing in local assembly and manufacturing of electric vehicles, including major international partnerships.
However, local manufacturers have raised concerns about policy stability, import regulations, and localisation targets, warning that inconsistent policies could slow industrial growth and job creation.
At the same time, others argue that increased imports and reduced tariffs could help accelerate adoption and lower vehicle prices for consumers.

While Pakistan’s electric vehicle transition is gaining momentum, experts agree that success will depend on:
