Murree Brewery Gets Interim Relief in Case Over Proposed Environmental Standards

The Lahore High Court’s Rawalpindi Bench has directed the Punjab Environmental Protection Agency (EPA) to explain delays in finalising revised environmental standards for the ethanol and distillery sector, while granting interim relief to Murree Brewery Co. Ltd. in a related legal petition.

The case concerns the proposed Punjab Environmental Quality Standards (PEQS), which are currently under review but have not yet been formally notified.

During the hearing, the petitioner argued that the proposed standards were premature and lacked sufficient technical consultation. It was also contended that the draft guidelines could affect business operations and investment planning.

The company informed the court that it has already made significant investments in environmental compliance systems, including wastewater treatment facilities, renewable energy measures, and sustainability initiatives.

The court observed that certain related matters are already being heard before the relevant environmental tribunal and noted that constitutional jurisdiction cannot be used alongside a separate statutory process for the same issues.

On the main issue regarding the proposed environmental standards, the court reviewed technical reports related to effluent quality and observed that the results appeared to be within permissible limits under the draft framework.

The judge also stated that environmental compliance is an ongoing responsibility and directed the petitioner to submit detailed documentation regarding its treatment systems, environmental investments, and sustainability efforts.

The court acknowledged the broader economic role of the company, including its contribution to exports, employment, and tax revenue, while emphasizing the importance of balancing economic activity with environmental protection.

The Environmental Protection Agency has been instructed to submit its response and explain delays in finalizing the updated standards. A senior EPA official has also been directed to appear at the next hearing.

The case has been adjourned until June 22 for further proceedings, with the court stating that environmental compliance remains a mandatory requirement for all industries.
